Biographies of Some of our Consultants:
Carol E. Farren, CMC, CFM, IFMA Fellow
President
Carol Farren has been the president of FMWW for the
past 15 years. The former director of facilities for
AOL Time-Warner Inc., she has more than 30 years of
experience in interior project management, has directed
many high-profile design and relocation projects, and
has led the customized teams on numerous facility and
administration consulting projects. Ms. Farren is the
author of "Planning & Managing Interior Projects
- Second Edition" a textbook / reference book.
She is a respected instructor and speaker and a frequent
contributor to professional publications. She is past
president of the Greater New York Chapter of the International
Facility Management Association (IFMA). She is President
Elect of the Facility Management Consultants Council
of IFMA, a Certified Management Consultant (CMC), a
Certified Facility Manager (CFM) and an IFMA Fellow.
She is a graduate of Cornell University and holds an
MBA from New York University's Stern School of Business.
Joseph Horowitz, PE
Senior Consultant
Currently a consulting engineer, Joseph Horowitz, PE
has had a diversified facilities career extending over
46 years. In his 36 years with CBS Inc., he filled several
Facilities Management positions, including twelve years
as Director, Facilities Engineering, where he was responsible
for design and construction of major corporate facilities
such as offices, computer centers, factories, warehouses
and broadcasting facilities. At CBS, Mr. Horowitz developed
standard procedures for bidding and contracting and
standard contracting forms, most of which are still
in use. More recently Mr. Horowitz was retained as a
private consultant by CBS’ parent company (former
Westinghouse Electric Corp.) to develop standard contract
documents for their environmental cleanup projects.
While at CBS, he was involved with leases and real
estate acquisitions and disposals: reviewing lease terms,
negotiating work letters and making building inspections.
Earlier work experience included a stint in Turkey as
Chief Engineer (Ankara Area) for The Tumpane Company
(where he was responsible for real estate as well as
design and construction) and active duty as a U.S. Navy
Civil Engineer Corps officer.
Mr. Horowitz is the author of Critical Path Scheduling,
a textbook on project planning, and articles on construction,
real estate and contracting. He has contributed chapters
to Time Saver Standards for Building Types by DeChiara
and Callender and Planning and Managing Interior Projects,
2nd edition, by Carol Farren. He is an Associate Professor
at Pratt Institute, where he initiated their graduate
Facilities Management program. He has also taught short
courses and seminars in planning and project management
to professional groups and individual companies and
is a recognized authority on construction contracting.
Representative papers and articles include “A
Strategy for Competitive Bidding”; Checklist Guides
Building Survey”; “What is a Facility Manager?”;
“A Facility Manager Looks at Office Leases”;
and “Choosing and Managing the Construction Team”.
In March, 2000, Mr. Horowitz spoke on “How to
Avoid Environmental Tangles When Buying, Selling or
Leasing Real Estate”.
A licensed professional engineer, Mr. Horowitz holds
a Bachelor of Civil Engineering degree from the Cooper
Union; an MBA from Baruch College, CUNY; and an MS in
Operations Research from the Polytechnic Institute of
New York. Other professional designations include: Registered
Environmental Manager (REM); Qualified Environmental
Professional (QEP) and Certified Professional Environmental
Auditor.
In 1999, Mr. Horowitz was advanced to the grade of
Fellow in the American Society of Civil Engineers. Other
memberships include the National Society of Professional
Engineers; International Facility Management Association
(IFMA); the Environmental Auditing Roundtable and the
National Association of Environmental Professionals.
Mr. Horowitz is also a member of Tau Beta Pi and Chi
Epsilon, the national engineering honor societies:.
He is listed in Who’s Who in Science and Engineering,
2nd Edition. Mr. Horowitz received the 1999 Environmental
Awareness Award from the Greater New York Chapter of
IFMA.
Joy Palevsky
Consultant
Joy Palevsky has over 20 years of experience in corporate
administration and office services as well as in planning,
renovating, relocating and operating commercial office
facilities in the New York City area. She was the facility
manager for Cahners, a major New York publisher, responsible
for managing the space design, construction, furnishing,
telecommunications, data, security, and employee relocation
for its new corporate headquarters. For prior employers
Ms. Palevsky was responsible for all aspects of office
services including purchasing, contract management, mail
room operations, office supplies, equipment leasing, records
management, reception, travel, and building maintenance
operations. She is a member of the Greater New York Chapter
of the International Facility Management Association (IFMA)
and holds an AAS degree from Queensborough Community College.
